Removes the minimum population requirement of 15,000 residents for municipalities to request organization into a separate road district from the county board.

Allows any municipality that is part of a road district in a county without township organization to request separate road district status by council or trustee resolution.

Grants municipal governments (city council or president and board of trustees) all powers of a road district, including authority to levy taxes for road construction, maintenance, and repair.

Transfers duties of district clerk to the municipality's city, town, or village clerk.

Discontinues the offices of highway commissioner and district clerk once a road district is organized within a municipality.
