Amends Section 31-5 of the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004 to add exemptions for fingerprint vendor licensing requirements.

Exempts employees of the United States, Illinois, or political subdivisions (including public school districts) when performing fingerprint services within their official duties, unless they offer such services for compensation.

Exempts persons employed exclusively by a single employer for that employer's activities, provided they do not publicly hold themselves out as a fingerprint vendor.

Creates new exemption for non-profit associations that exclusively employ fingerprint vendors to serve their members, with vendors required to comply with Section 31-10 requirements and prohibited from publicly representing themselves as fingerprint vendors.

Takes effect upon becoming law.
