Amends the Illinois Power Agency Act to allow townships, in addition to municipalities and counties, to aggregate residential and small commercial electrical loads and negotiate electricity service agreements

Requires a referendum approved by majority vote before implementing an opt-out aggregation program; if referendum fails, the aggregation program must operate as opt-in instead

Requires at least 2 public hearings with advance newspaper notice before adopting an aggregation plan, with plans must provide universal access, equitable treatment, and demand management services

Allows townships to request customer lists from electric utilities by zip code or other means, with utilities providing account numbers, names, and addresses in electronic format

Establishes conditions for opt-in programs (customers commit within 60 days) and opt-out programs (must disclose charges and opt-out rights prominently), with Illinois Power Agency providing assistance to complete planning and bidding processes
