Requires persons purchasing 5 or more plastic bulk merchandise containers to obtain a record containing the seller's name, address, telephone number, a description of containers, and transaction date.

Mandates verification of the seller's identity using a government-issued photo ID and recording of the verification for purchases of 5 or more containers.

Requires documentation of payment method for each transaction involving 5 or more plastic bulk merchandise containers.

Requires proof of ownership documentation when purchasing $5,000 or more in plastic bulk merchandise containers in a single transaction or in aggregate from one seller within 7 days.

Establishes penalties of up to $500 per violation for petty offenses and Class 2 felony charges plus treble damages to the owner for violations involving $10,000 or more in containers; does not apply to licensed waste haulers.
