Creates the Public-Private Partnerships for Transportation Fund as a special fund in the State treasury to support development, financing, and operation of transportation facilities under the Act.

Excludes Illiana Expressway facilities from public-private partnership agreements and prohibits the Illinois State Toll Highway Authority from using existing toll highway revenues or assets to fund public-private partnerships.

Requires transportation agencies to notify other applicable public agencies of procurement interests and provide them a 60-day opportunity to submit alternative development plans before proceeding with private entity procurement.

Establishes shortlisting process for design-build projects with two-phase evaluation: qualifications phase for selecting most qualified entities, and request for proposals phase for technical and cost evaluations.

Requires all architectural, engineering, and land surveying services to be procured using qualifications-based selection process, with compliance with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act deemed to satisfy requirements.
