• Amends the Personnel Code (20 ILCS 415/9) to delete subsection (11) requiring the Director of the Department of Central Management Services to conduct research and planning regarding total manpower needs of state offices and executive branch agencies.

• Removes the Director's duty to prescribe forms for reporting personnel information for positions covered by the Personnel Act and those exempt in whole or in part.

• Takes effect immediately upon becoming law.
