Amends the Illinois Plumbing License Law to require plumber's licenses be issued as solid plastic cards with a photo of the licensed plumber printed directly on the card.

Applies the photo identification card requirement to licenses issued by the Department of Financial and Professional Regulation.

Requires municipalities with populations of 500,000 or more that issue plumber licenses locally to provide photo identification cards in the same solid plastic card format.

Maintains existing provisions allowing cities, villages, and incorporated towns with populations of 500,000 or more to establish their own plumbing examination boards and licensing systems.
