Creates new Section 355.3 of the Illinois Insurance Code prohibiting insurers from requiring dentists to provide services at insurer-set fees unless those services are covered under the policyholder's plan contract.

Defines "covered services" as dental care for which reimbursement is available under an enrollee's plan or would be available but for contractual limitations like deductibles, copayments, coinsurance, waiting periods, frequency limits, or annual/lifetime maximums.

Applies the noncovered dental services restriction to individual and group accident and health insurance policies issued, delivered, amended, or renewed on or after the effective date.

Extends the new noncovered dental services provision to dental service plan corporations, health maintenance organizations, limited health service organizations, and voluntary health services plans by adding Section 355.3 to their applicable Insurance Code provisions.

Takes effect January 1, 2013.
