Amends the Environmental Protection Act by adding Section 28.7 to require the Environmental Protection Agency to include a statement of reasons in certain rulemaking proposals submitted to the Illinois Pollution Control Board.

The statement of reasons must assess differences between the Agency's proposed rule and federal standards under the Clean Air Act, Clean Water Act, and Resource Conservation and Recovery Act.

The statement must also compare the proposed rule to similar standards in states bordering Illinois and states within EPA Region 5.

Requires a specific analysis of the need for and reasonableness of each difference identified between the proposed rule and existing federal or state standards.

Becomes effective immediately upon enactment and applies to rulemaking proposals for air quality, solid waste, hazardous waste, and water quality standards.
