Appropriates $686,334,300 from the Education Assistance Fund to the University of Illinois Board of Trustees for operational expenses for the fiscal year ending June 30, 2013.

Appropriates $15,826,500 from the Education Assistance Fund for operating costs of the Prairie Research Institute.

Appropriates $2,834,700 from the Fire Prevention Fund to maintain and operate the Illinois Fire Service Institute, including personal services and facility costs.

Provides additional Education Assistance Fund appropriations for specific programs: $800,000 for Hispanic Center for Excellence at Chicago campus, $328,300 for Dixon Springs Agricultural Center, $1,250,000 for Public Policy Institute at Chicago campus, and $350,000 for College of Dentistry costs.

Appropriates funds from multiple sources for specialized purposes including $566,900 for the Cornerstone Training Program, $250,000 for scholarship grants, $400,000 for mosquito abatement and research, $425,000 for hazardous waste research, and $500,000 for pharmacy practice education at the Rockford College of Medicine; effective July 1, 2012.
