IL SB3267

Amends the Illinois Procurement Code to extend the certification deadline for State purchasing officers from 18 months to 24 months after appointment.

Requires State purchasing officers to obtain certification as either a Certified Professional Public Buyer or Certified Public Purchasing Officer from the Universal Public Purchasing Certification Council within the 24-month timeframe.

State purchasing officers serve 5-year terms, report to the chief procurement officer, and may only be removed for cause after a hearing before the Executive Ethics Commission.

Chief procurement officer or agency executive officer may file a complaint against a State purchasing officer, with the Commission providing a public hearing and non-binding removal recommendation.

Takes effect immediately upon becoming law.
