Amends the Illinois Roofing Industry Licensing Act to add "building permit" to the definition section, defining it as a permit issued by local government for work requiring a roofing license.

Requires municipalities and counties issuing building permits to verify that roofing contractors hold a current state license, with unlimited license holders eligible for residential, commercial, and industrial projects, and limited license holders restricted to residential properties of 8 units or less.

Establishes that providing a roofing contractor's license number or name on a building permit application when that contractor will not perform the work constitutes identity theft under the Criminal Code.

Requires building permit applicants to present government-issued identification, with personal information exempt from public disclosure except for the applicant's name and identification number, which must be maintained in the permit file.

Makes it a Class A misdemeanor with a $1,000 fine to knowingly fail to display license numbers in advertisements or contracts, provide false license numbers, or allow one's license number to be used by another person to circumvent licensing requirements.
