Establishes an expedited permit review process under the Environmental Protection Act allowing applicants to request faster processing of permit applications.

Expedited permit fee is set at 4 times the standard permit fee, with a maximum cap of $100,000; for recurring fees, the expedited fee is 4 times the recurring amount charged once per expedited action.

Expedited review is defined as Agency action within a mutually agreed-upon timeframe, with tolling during periods when the Agency awaits information from the applicant or other parties.

If the Agency fails to meet the agreed deadline (accounting for tolling), the applicant receives a prorated refund of the expedited permit fee as mutually agreed.

Upon completing the expedited review, the Agency must provide the applicant with an invoice showing total fees paid and the number of overtime hours expended by Agency staff.
