Requires the Department or licensed child welfare agency to prepare and file a case plan with the court within 45 days of placing a minor in shelter care.

Establishes that case plans must comply with the federal Adoption Assistance and Child Welfare Act of 1980 and serve the health, safety, and best interests of the minor.

Clarifies that "case plan" and "service plan" have the same meaning under the Act.
