IL SB3294

Amends the Governmental Joint Purchasing Act to authorize a chief procurement officer (CPO) to conduct joint purchases of personal property, supplies, and services with governmental entities in Illinois or other states, replacing references to the Department of Central Management Services.

Requires all joint purchases under the Act to use competitive solicitations rather than competitive sealed bids, allowing for proposal-based selection methods in addition to sealed bidding.

Designates one governmental unit to conduct the competitive selection process in joint purchase agreements, with the appropriate CPO conducting or authorizing the process when the State of Illinois is a party.

Allows the State to act as either the lead state or participant state in multi-state joint purchases, with purchases conducted according to Illinois Procurement Code when Illinois leads or according to the lead state's laws when Illinois participates.

Permits not-for-profit agencies that qualify under the Illinois Procurement Code and are controlled by or receive funding from local government to participate in State contracts.

Takes effect immediately upon becoming law.
