Amends Section 45-10 of the Illinois Procurement Code concerning resident bidders in public contract awards.

Resident bidders receive a preference equal to preferences given by the non-resident bidder's state, applicable only when contracts are awarded to the lowest responsible bidder.

Defines a resident bidder as a person or foreign corporation authorized to conduct business in Illinois with an established business location in the state on the date bids are first advertised.

Allows purchasing agencies to require use of Illinois labor and manufacturing locations when only non-resident bidders submit bids, with terms negotiable during the solicitation process.

Does not apply to contracts involving federal funds when the preference provisions would conflict with federal law or regulation.
