Requires the Department of Natural Resources to issue antlerless deer permits before antlered deer permits, and hunters must report taking 2 antlerless deer to the Department before receiving a permit for an antlered deer.

Removes language authorizing combination permits, single antlerless-only permits, and single either-sex permits for resident deer archery hunting.

Maintains existing fee structure: resident deer hunting permits capped at $25.00, non-resident permits capped at $300-$400 depending on year, and non-resident archery permits at $325-$425.

Preserves free permits for Illinois landowners (40+ acres), resident tenants of commercial agricultural land, and bona fide equity shareholders, members, or partners in entities owning at least 40 acres of land.
