Amends the Public Private Agreements for the Illiana Expressway Act to require that public-private agreements include provisions for design-build subcontracts to follow a selection process identical to the Design-Build Procurement Act.

Modifies Section 80 to authorize the Department of Transportation to acquire property using powers granted in the Illinois Highway Code and the Eminent Domain Act, removing the prohibition on using the "quick take" power.

Authorizes the Department to apply for tax-exempt bond financing under Section 142(m) of the Internal Revenue Code and other federal financing programs for the Illiana Expressway project.

Clarifies that bonds, debt, or securities issued by or on behalf of a contractor do not constitute a debt or pledge of the faith and credit of the State or any political subdivision.

Adds the Illiana Expressway project to the Eminent Domain Act's list of express grants of power to acquire property by condemnation.
