Amends the Abused and Neglected Child Reporting Act to modify Section 8.2 regarding family preservation services provided by the Department of Child and Family Services.

Removes the requirement for the Department to submit a preliminary report to the General Assembly by January 1, 1991, detailing family preservation services data, outcomes, and implementation costs.

Requires the Department to refer drug or alcohol abuse services to facilities licensed by the Department of Human Services or Department of Public Health when the abuse perpetrator is identified as an addict or alcoholic.

Establishes that family preservation services must be uniformly available throughout the State beginning July 1, 2000, and may include case management, homemakers, counseling, day care, emergency assistance, respite care, and in-home health care.

Specifies that service plans cannot compel any child or parent to participate in activities unrelated to remedying conditions that caused or could cause child abuse or neglect findings.
