SB3326 Summary

• Increases care coordination enrollment requirement from 50% to 70% of eligible recipients in Illinois medical assistance programs, Children's Health Insurance Program, and Covering ALL KIDS Health Insurance Act by January 1, 2015.

• Defines "care coordination" as integrated delivery systems where providers offer primary care, referrals, diagnostic and treatment services, behavioral health, hospital services, dental care, and rehabilitation/long-term care services.

• Requires Department to designate or contract for integrated delivery systems ensuring enrollees have choice of systems and primary care providers, quality culturally and linguistically appropriate care, and programs meeting diverse needs of enrollees with disabilities.

• Establishes payment based on performance-related to health outcomes, evidence-based practices, comprehensive medical homes, electronic medical records, and either capitated monthly premiums with full financial risk or other risk-based payment arrangements.

• Requires Department to report to General Assembly beginning April 2012 through April 2016 on care coordination program implementation progress and analysis of federal payment limitations and necessary rate adjustments.
