• Creates certification program for "prescribing psychologists" - doctoral-level licensed psychologists who complete specialized training and pass Board-approved examination to gain prescriptive authority for drugs treating mental, emotional, and psychological disorders.

• Requires applicants to complete 450+ contact hours of intensive instruction in neuroscience, pharmacology, psychopharmacology, physiology, pathophysiology, physical/laboratory assessment, and clinical pharmacotherapeutics within 5 years of application.

• Mandates 100+ hours of supervised clinical experience treating patients with pharmacological treatment and 80+ hours of supervised physical assessment training under qualified practitioners within 5 years prior to certification.

• Establishes annual renewal requirements including 24 hours of continuing education in prescriptive authority; requires prescribing psychologists to maintain collaborative relationships with patients' primary healthcare providers and file DEA registrations with the Board.

• Makes conforming amendments to Nurse Practice Act, Pharmacy Practice Act, and Illinois Controlled Substances Act to recognize prescribing psychologists' prescriptive authority alongside physicians, advanced practice nurses, and other licensed prescribers.
