Extends the petition filing deadline for the 2013 consolidated election to 104 days before the election, accepting petitions originally due between 113 and 106 days prior.

Allows petition signatures and circulator statements dated 90-92 days before the final filing deadline to remain valid for the 2013 consolidated election, notwithstanding other code provisions.

Establishes a special primary election on February 26, 2013 and special election on April 9, 2013 to fill U.S. House vacancies occurring less than 60 days after the 2012 general election.

Sets petition filing deadlines for the special elections at 50-54 days before the primary and 64-68 days before the general election, excluding weekends.

Authorizes the State Board of Elections to establish an election calendar for the special elections and allows mailing of special write-in absentee ballots if regular ballots cannot be printed in time.
