Adds three new sections to the Illinois Election Code requiring candidates to submit an affidavit, signed under oath, with nomination petitions stating the petition contains the minimum number of signatures required by law.

Requires the State Board of Elections, local election authorities, and election officials to reject any nomination petition that does not include the required affidavit.

Specifies that the candidate's affidavit does not constitute verification that all signatures on the petition are valid.

Applies the affidavit requirement to petitions for nominations in three separate contexts: Section 7-10.4 (general nominations), Section 8-8.2 (State Board of Elections filings), and Section 10-5.2 (candidate nominations under Sections 10-2, 10-3, and 10-3.1).
