Repeals 720 ILCS 5/12-37, which made it a Class 4 felony to knowingly possess or carry caustic substances regulated under Title 16 CFR Section 1500.129 of the Federal Caustic Poison Act that bear "causes severe burns" warnings on their labels.

Repeals 720 ILCS 5/12-38, which required purchasers of such substances to provide valid government-issued photo identification and sign a transaction log documenting the purchaser's name, address, date/time of sale, and product information.

Takes effect immediately upon becoming law.
