Adds Section 11-9.4-5 to the Criminal Code of 1961 establishing prohibited activities for adjudicated juvenile delinquent child sex offenders

Defines "adjudicated juvenile delinquent child sex offender" as a person adjudicated under the Juvenile Court Act of 1987 for committing sexual abuse, sexual assault, sexual exploitation, kidnapping, unlawful restraint, child luring, or related offenses against victims under 18 years of age

Prohibits adjudicated juvenile delinquent child sex offenders from operating, managing, being employed by, volunteering at, or knowingly being present at schools, day care centers, child care institutions, and other facilities providing programs or services exclusively for persons under 18 years of age

Prohibits such offenders from knowingly offering or providing any programs or services to persons under 18 years of age in residences or other facilities, whether by contract, agreement, arrangement, or volunteer basis

Allows property ownership of facilities where such programs operate provided the offender remains absent during hours when programs or services are in operation; violations are classified as Class 4 felonies
