Creates the Illinois Oil Independence Commission composed of 11 voting members (4 state officials, 4 experts nominated by voting members, 4 General Assembly members) and 3 non-voting members from University of Illinois, Center for Neighborhood Technology, and Argonne National Laboratories.

Commission members serve 5-year terms (except General Assembly members who serve 2-year terms) without compensation, and voting members elect a chairperson; 7 voting members constitute a quorum.

Directs the Commission to develop a plan reducing Illinois oil consumption by at least 30% from 2009 levels by 2030 and 50% by 2050, considering strategies including electric vehicles, public transportation expansion, renewable heating energy, and building weatherization.

Requires the Commission to report to the General Assembly by February 1, 2013 with recommendations for short-term and mid-term policies to achieve oil-reduction goals, with specific legislative action recommendations.

Mandates that the Governor evaluate progress toward oil-reduction goals by January 15, 2015 and every 5 years thereafter, making additional recommendations to the General Assembly as needed.
