Amends Section 6-117 of the Illinois Vehicle Code regarding records maintained by the Secretary of State.

Makes a technical grammatical correction by replacing "The" with "The" in subsection (a) concerning filing of license and permit applications.

Expands the Secretary of State's authority to establish a First Person Consent organ and tissue donor registry, allowing applicants for driver's licenses or identification cards age 18 and older to voluntarily enroll.

Registry participants provide full legal consent to organ and tissue donation upon death, with ability to withdraw consent at any time by written notice or other Secretary-approved means.

Provides immunity from civil and criminal liability for the Secretary of State and employees in administering the registry absent gross negligence or willful misconduct.
