Establishes a 5-year bus on shoulder pilot program within Regional Transportation Authority (RTA) boundaries, allowing authorized transit buses to use designated highway shoulders at times and locations set by the Department of Transportation in cooperation with the RTA and Suburban Bus Division.

Requires the Department to adopt rules for approving, establishing, operating, evaluating, and reporting on the pilot program, with coordination from the Illinois State Police and affected local highway authorities.

Mandates a report to the General Assembly after 2 years of program operation evaluating the effectiveness of the bus on shoulders pilot program.

Establishes a separate 5-year pilot program on the Randall Road corridor in Kane County beginning one year after the effective date, operated by the Department in cooperation with the RTA, Suburban Bus Division, and Kane County Division of Transportation.

Makes the Randall Road pilot program subject to appropriation and approval by all participating agencies.
