Requires units of local government and school districts with websites to post specified information for the current year and prior 4 years, including contact information for officials, meeting agendas and minutes, budgets, ordinances, financial reports, employee compensation, contracts with lobbying firms, taxes and fees, bids and contracts over $25,000, and campaign contributions from vendors.

Mandates creation of a searchable, publicly accessible expenditure and revenue database within one year showing all moneys collected and expended, including payee name, amount, funding source, expenditure date, budget category, and purpose, updated at least monthly.

Allows residents of a local government or school district to file mandamus or injunction actions in circuit court to compel compliance, with courts authorized to impose penalties and award reasonable attorneys' fees and costs to prevailing citizens.

Prohibits home rule units from adopting less restrictive posting requirements than those specified in the law and designates this as a limitation on home rule powers under the Illinois Constitution.

Exempts the state from reimbursing local governments and school districts for implementation costs and takes effect immediately upon becoming law.
