Lapsed teaching certificates may be immediately reinstated upon payment of all back fees owed from expiration date plus either a $500 penalty or completion of 9 semester hours of coursework in the educator's endorsement area.

Until September 1, 2012, certificates that lapsed solely for failure to pay registration fees may be reinstated by paying only the back fees without penalty or coursework requirement.

All back fees and penalty amounts collected are deposited into the Teacher Certificate Fee Revolving Fund.

The bill modifies the procedure for renewing Standard Teaching Certificates through continuing professional development activities, including coursework, conferences, collaboration, and other approved educational experiences.

Establishes appeal procedures allowing certificate holders to appeal nonrenewal recommendations to regional professional development review committees and ultimately to the State Teacher Certification Board.
