Requires the Department of State Police to adopt rules for administering applications for relief from federal firearm possession prohibitions under 18 U.S.C. 922(d)(4) and 922(g)(4).

Exempts denials of relief applications under subsection (f) of Section 10 from the Administrative Review Law and instead subjects them to de novo review by circuit courts.

Allows any party in circuit court review of relief denials to offer any evidence that is otherwise proper and admissible, regardless of whether it is part of the administrative record.

Makes technical changes to the Firearm Owners Identification Card Act by removing redundant language ("the Department of" before "State Police").

Takes effect immediately upon becoming law.
