Amends Section 11-402 of the Illinois Vehicle Code regarding motor vehicle accidents involving only vehicle damage

Allows drivers to move damaged vehicles off the highway to a safe location (exit ramp shoulder, frontage road, suitable cross street) instead of stopping at the accident scene, provided they remain at that location until fulfilling reporting requirements

Requires drivers to make reasonable efforts to move vehicles obstructing traffic lanes to prevent blocking traffic

Maintains Class A misdemeanor penalty for failing to comply with accident reporting requirements

Requires court findings on damage exceeding $1,000 to be reported to Secretary of State, triggering driver's license suspension
