IL SB3427

Authorizes the Department of Employment Security to implement a pilot program participating in the federal Self-Employment Assistance Program.

Allows eligible individuals identified as likely to exhaust regular unemployment benefits to receive weekly self-employment assistance allowances equal to their regular benefit amount while establishing a business.

Exempts program participants from availability for work, active job search, and work refusal requirements, and excludes self-employment income from benefit reductions.

Limits program participation to no more than 5% of individuals receiving regular unemployment benefits in any given week.

Becomes effective immediately upon enactment, with authority terminating when federal law no longer authorizes the program.
