Creates Illinois Community College Board (State Board) consisting of 12 members: one nonvoting student member and 11 voting members appointed by the Governor with Senate consent

Requires one of the 11 appointed members to be a senior citizen age 60 or over, and beginning July 1, 2005, one member must be a faculty member at an Illinois public community college and one must be a board of trustees member of a public community college district

Adds requirement that one of the 11 appointed members must be a president of a public community college, the Chancellor of City Colleges of Chicago (District No. 508), or the Chief Executive Officer of Illinois Eastern Community Colleges (District No. 529)

Sets terms of office at 6 years for appointed members, with Governor authorized to make temporary appointments during Senate recesses
