SB3430 Summary

• Amends Section 405-105 of the Civil Administrative Code of Illinois to revise the Department of Central Management Services' authority over state workers' compensation programs.

• Changes workers' compensation claim administration procedures effective July 1, 2013, requiring the chief procurement officer to contract with private vendors to administer the program instead of the Department handling claims directly.

• Establishes that for claims filed prior to July 1, 2013, the Department retains full responsibility for evaluating compensability and administering claims; for claims filed on or after July 1, 2013, the Department retains only administrative oversight and certain payment responsibilities.

• Removes the December 31, 2012 sunset date on the Department's authority to establish workers' compensation rules and procedures, making this authority permanent.

• Excludes the Illinois State Toll Highway Authority and self-funded university workers' compensation programs from coverage under the Department's administration.
