Amends Section 5-5-5 of the Unified Code of Corrections concerning loss and restoration of rights for persons convicted of crimes.

Makes a technical change by removing a duplicate word "and" in subsection (a) regarding civil rights restrictions upon conviction and disposition.

Maintains existing provisions governing felons' ineligibility for constitutional offices until sentence completion, voting rights restrictions during imprisonment, and license restoration procedures.

Preserves the framework for certificates of relief from disabilities for 27 specified professional and occupational licenses, with licensing agencies required to consider rehabilitation factors and justify denials based on direct relationship to the offense or public safety risk.
