• Amends the Illinois Fire Protection Training Act to include the Office of the State Fire Marshal as a "local governmental agency" eligible for training program participation and reimbursement.

• Allows retired fire service personnel officially affiliated with fire service training, mutual aid, incident command, or fire ground operations to receive training certification without being employed by an organized Illinois fire department.

• Permits employees of the Office of the State Fire Marshal to receive training certifications if certifications are directly related to their job-related duties and they meet minimum certification standards.

• Authorizes the Office to reimburse local governmental agencies up to one-half of training costs including tuition, trainee salaries during school, travel expenses, and room and board, with reimbursement capped at 50% to agencies with populations over 500,000.

• Establishes that failure to complete basic training and certification within required probationary periods makes individuals and agencies ineligible for reimbursement in that fiscal year, and clarifies that submitting false information to the Office is a Class B misdemeanor.
