Amends the Unified Code of Corrections Section 3-2-5 to make a technical change regarding the organization of the Department of Corrections and Department of Juvenile Justice.

Establishes an Adult Division within the Department of Corrections administered by an Assistant Director appointed by the Governor, responsible for persons committed under specified sections of the Code.

Creates a separate Department of Juvenile Justice administered by its own Director to handle persons under 17 years of age sentenced to imprisonment, with requirement that juveniles remain sight and sound separate from adult offenders.

Requires the Department to establish a gang intelligence unit supervised by the Director to gather information on inmate gang populations, monitor gang activities, and develop policies to deter gang activity.

Mandates the Department file annual reports to the General Assembly on inmate gang population profiles, gang-related activity in correctional institutions, and the gang intelligence unit's performance; exempts gang intelligence information from Freedom of Information Act disclosure.
