State Board of Education must conduct a study on the feasibility and cost-saving benefits of consolidating school districts in the same geographic area with specific recommendations on which districts should be consolidated.

State Board must submit a report with recommended district consolidations to the General Assembly and Governor on or before January 1, 2014.

State Board must conduct public hearings in each recommended district within 90 days after submitting the report to the General Assembly.

General Assembly must vote on accepting or rejecting the recommendations within 90 calendar days after each house next convenes following the last public hearing, requiring a record vote of the majority of members elected in each house.

If the General Assembly fails to vote within the 90-day period, the recommended consolidations automatically become required consolidations by law; any resolution accepting recommendations is binding on affected districts.
