Creates an Internet pilot program allowing individuals 18 years or older to purchase Illinois lottery tickets online, restricted to transactions initiated and received within Illinois only.

Pilot program limited to Lotto, Mega Millions, and Powerball games and must last between 36-48 months from initial operation date.

Department must submit the Internet sales plan to the U.S. Department of Justice for review before implementation and may only proceed if DOJ does not object within a reasonable period.

Establishes an Internet Lottery Study Committee to evaluate the pilot program's impact on lottery retailers, feasibility of stored value cards for online play, and economic benefits to the State and local governments.

Grants the Department authority to appoint investigators with peace officer powers to enforce lottery laws and prevent fraud.
