Amends the Illinois Counties Code by adding Section 5-1134 to authorize county boards and boards of county commissioners to regulate road salt and de-icing chemicals by ordinance.

Permits counties to regulate the storage of road salt and de-icing chemicals and to require permits for use and storage by both public and private operators.

Regulations enacted under this section apply to both incorporated and unincorporated areas within the county.

Does not apply to road salt and de-icing chemicals already regulated under Section 14.4 of the Environmental Protection Act.
