Requires municipalities and counties to provide alleged violators with website access to view recorded images of automated traffic law enforcement system violations.

Establishes that yellow light change intervals at intersections with automated enforcement systems must conform to Illinois Manual on Uniform Traffic Control Devices and be calculated using the 85th percentile traffic speed from engineering studies, with a minimum duration not less than the national standard plus one additional second.

Adds defense that minimal yellow light change interval does not conform with requirements, allowing drivers to contest violations based on inadequate yellow light duration.

Requires municipalities and counties operating automated traffic enforcement systems to conduct statistical analysis of safety impact before and after system installation and publish results on their website; if accidents increase within 36 months, must undertake additional studies and take corrective action.

Applies only to Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and their municipalities.
