Creates the Secretary of State Registration Enforcement Fund under the State Finance Act.

Imposes an additional $300 fee per vehicle when a Secretary of State investigator is required to register a vehicle under any provision of the Illinois Vehicle Code or administrative rules.

Requires the $300 fee to be collected at the time of registration and deposited into the Secretary of State Registration Enforcement Fund.

Allocates fund moneys, subject to General Assembly appropriation, for operations, training, equipment, and administrative duties related to registration enforcement within the Office of the Secretary of State.
