Amends the Illinois Counties Code by adding Section 5-1134 to authorize county boards or boards of county commissioners to prohibit the use of coal tar pavement products on all roadways, driveways, and parking lots within their counties.

Defines "coal tar" as a viscous substance obtained by combustion of coal containing polycyclic aromatic hydrocarbons in excess of 10,000 milligrams per kilogram, including refined coal tar, high temperature coal tar, and coal tar pitch.

Excludes from the definition of "coal tar" any substance listed under Sections 3.135 or 3.140 of the Environmental Protection Act.

Defines "coal tar pavement product" as a material containing coal tar intended for use as a pavement sealant.
