Amends Section 115-7.4 of the Code of Criminal Procedure to expand admissibility of prior domestic violence evidence to include cases where defendant is charged with first degree murder or second degree murder involving domestic violence.

Allows evidence of defendant's other domestic violence offenses to be admitted and considered for any relevant matter in prosecutions for domestic violence crimes or domestic violence-related murders.

Requires court to weigh probative value of evidence against undue prejudice by considering proximity in time to charged offense, degree of factual similarity, and other relevant facts and circumstances.

Requires prosecution to disclose prior domestic violence evidence, including witness statements or testimony summaries, at a reasonable time before trial or during trial if court excuses pretrial notice for good cause.

Permits evidence to be presented through specific instances of conduct, reputation testimony, or expert opinion, with prosecution limited to offering reputation testimony only after opposing party has offered it first.
