Amends Illinois Procurement Code to provide the Procurement Policy Board written notice procedures when alleged conflicts of interest are identified, with contractors and subcontractors given 30 days to respond and right to request a hearing before the Board.

Changes sole source procurement requirements to allow State contracts to be awarded as sole source unless a vendor requests a public hearing (rather than requiring prior approval by chief procurement officer following a public hearing).

Modifies subcontractor disclosure requirements to include the general type of work to be performed by subcontractors instead of the expected amount of money they will receive.

Requires chief procurement officers to verify business entity registration status with the State Board of Elections through the Board's website rather than requiring a copy of the certificate to accompany bids or proposals.

Establishes that false certifications by subcontractors do not automatically void the contractor's bid or contract unless the contractor refuses to terminate the subcontract upon the State's request after a finding that the certification was false.
