Amends the Firearm Owners Identification Card Act to prohibit local governments, including home rule units, from requiring permits or licenses for firearm ownership or possession beyond the state Firearm Owner's Identification Card.

Declares that regulation of firearm ownership and possession is an exclusive power and function of the State, preventing home rule units from regulating firearms.

Removes previous language that allowed municipalities to maintain local firearm registration and restrictions that exceeded state requirements.

Designates this provision as a denial and limitation of home rule powers under the Illinois Constitution Article VII, Section 6(h).

Takes effect immediately upon becoming law.
