Requires charitable organizations to file applications with the municipality or county at least 10 business days before solicitation, including dates, times, locations, manner of solicitation, and proof of $1,000,000 liability insurance.

Mandates local governments approve applications within 5 business days and allows only reasonable conditions based on articulated public safety concerns.

Restricts solicitation personnel to law enforcement, firefighters, or public safety employees working solely within their agency's service area.

Applies the same charitable solicitation protections to municipalities and prohibits home rule units from regulating charitable organizations inconsistently with these provisions.
