Beginning January 1, 2013, the Secretary of State may collect delinquent vehicle dealer transfer fees of $20 (30 days late), $35 (60 days late), $65 (90 days late), or $100 (120+ days late), with fees deposited into the Motor Vehicle License Plate Fund.

Homemade trailer inspections may now be conducted by a Secretary of State employee instead of only by an investigator prior to title issuance.

The Secretary may issue a dealer lien release certificate of title for $20 when a lienholder provides a lien release letter and certain conditions are met.

Secretary of State Police investigators may issue administrative citations (instead of criminal complaints) for violations by licensed dealers, with penalties capped at $50 per violation and requiring at least 3 separate violations before penalty imposition; penalties go to the Secretary of State Police Services Fund.

Fines increase from $300 to $500 per day for operating without a required license and from $500 to $1,000 per day for operating with a suspended, revoked, denied, or cancelled license.
