Amends the Illinois Independent Tax Tribunal Act, Section 5-5, making technical changes to provisions concerning the Independent Tax Tribunal Board and Department of Revenue.

Effective July 1, 2013, the Department of Revenue ceases hearing and acting upon protests of notices of tax liability or deficiencies for all taxes it administers.

Beginning July 1, 2013, an Independent Tax Tribunal Board assumes all rights, powers, duties, and responsibilities for handling protests of tax notices and deficiencies for taxes administered by the Department of Revenue.

The Independent Tax Tribunal Board must be created by law and no other State agency may assume the Board's functions.
